Who's Running the UK?!

It doesn't get much clearer than THIS: At this press conference, these self-proclaimed ISLAMISTS declare that they are establishing their own sovereign Islamic city-states (Emirates)---within the borders of the UK---that  will enforce Shariah Law. Why were these people not immediately arrested for insurrection and treason? Who's running the UK?
